Children’s homes and care placements are not ordinary commodities. Yet Britain has allowed some of its most sensitive public services to become assets in private equity portfolios: bought, loaded with debt, restructured and sold, while the state continues to fund the contracts and vulnerable people carry the risk when things go wrong.
Private equity’s role in public services is not notional. The year after Compass Community was sold by its owner, Graphite Capital, to another private equity group, Cap10, the poor state of some of its children’s homes was made plain by Ofsted reports. Inspectors who visited two homes in England – which had previously been rated good and outstanding – found “high levels of distress” and staff as well as children feeling unsafe. Cap10 denies that standards fell following the change of ownership.

Ever since Crispr-Cas9 gene-editing technology emerged in the early 2010s, ethical questions around genetically altered humans, so-called designer babies, have become increasingly urgent. There is already a worldwide legal prohibition. No country currently allows human germline editing (meaning genetic changes to an embryo that could also be passed on to its children), and 70 have laws against it, including the UK. But a series of recent discoveries and a new poll suggest that scientists and the public believe gene-edited humans are likely – even desirable – in the near future.
Two new studies use base editing – a more precise next-generation Crispr tool – on human embryos to study early development or disease (this research is legal in the UK and US as long as the embryos are destroyed within 14 days). The lead author of one study, Dieter Egli, said that the technology wasn’t yet ready for the clinic, but the advances would “guide responsible research to achieve its ultimate safe and effective use”. This encapsulates the view of many scientists, who believe the regulated use of germline editing to eradicate hereditary conditions is inevitable, and the main objection is around safety.

Charles Leclerc won the British Grand Prix after a dramatic finish at Silverstone that saw the championship leader Kimi Antonelli dropping from contention for the lead to 16th after a mechanical problem. Leclerc ultimately won under the safety car from Mercedes’ George Russell and Lewis Hamilton in third. The defending world champion, Lando Norris, was in fourth for McLaren.
Hamilton was under investigation for a yellow flag infringement, but was cleared.

SILVERSTONE (ANP) - Charles Leclerc heeft bij de Grote Prijs van Groot-Brittannië zijn eerste zege in de Formule 1 sinds 2024 geboekt. De Monegask van Ferrari won op het circuit van Silverstone voor de Britse coureurs George Russell (Mercedes) en Lewis Hamilton (Ferrari). Max Verstappen viel in de slotfase uit, nadat zijn Red Bull van de baan was gegleden.
MOSKOU (ANP) - Volgens Moskou heeft Oekraïne een voorstel voor een kortstondig staakt-het-vuren rond Kostjantynivka afgewezen. Dat meldt het Russische ministerie van Defensie. Het voorgestelde zes uur durende bestand zou maandag een gevangenenoverdracht mogelijk moeten maken. Onduidelijk is of dit nu alsnog zal gebeuren. Oekraïne heeft nog niet op de Russische bewering gereageerd.
Rusland meldde eerder de strategisch belangrijke Oekraïense stad te hebben ingenomen, iets wat Kyiv vervolgens weer ontkende. Kostjantynivka is van belang omdat het dient als verdedigingslinie voor de regio Kramatorsk en als voorportaal voor een opmars om de volledige Donetsk in te nemen, een van de belangrijkste oorlogsdoelen van Rusland.
De Oekraïense president Volodymyr Zelensky hekelde dit weekend de Russen en hun veroveringsclaim. Op X schreef hij zaterdag dat "als Kostjantynivka inderdaad onder Russische controle staat, Poetin er dan wellicht geen probleem mee heeft om daar af te spreken".

Het Kremlin reageerde op zijn beurt door te zeggen dat als de uitnodiging van Zelensky gelezen moest worden als blijk van bereidheid om af te reizen naar Russisch grondgebied, de Oekraïense leider van harte welkom was in Moskou.
Rusland zou Oekraïne tot tegen zondagmiddag hebben gegeven om te reageren op het voorgestelde staakt-het-vuren.

Ja, gisteren al in alle kranten. Maar wel zonder naam en zonder scans van de officiële aangifte. Volgens zowel de bovenstaande aangifte (de tweede en derde pagina zijn in omgekeerde volgorde geplaatst) als Indiase nieuwszender WION betreft het Nederlandse slachtoffer de 35-jarige Stephanie Adriana Mau-Arun uit Zaanstad, en het andere slachtoffer ene Astrid Robinson Bracho uit Venezuela. Het verhaal luidt als volgt:
In oktober 2025 zou het vrouwelijke tweetal in Singapore de zoon van de Pakistaanse vice-premier/minister van Buitenlandse Zaken Ishaq Dar, namelijk Muhammad Raza Dar ontmoet hebben. Daar zou het vrouwelijke tweetal $60.000 geïnvesteerd hebben in een gezamenlijk crypto-project met Muhammad Raza Dar, later lie die investering op tot $500.000. Daarna bleef Muhammad Raza Dar zich maandenlang een respectabele zakenpartner tonen, won hun vertrouwen, en nodigde de vrouwen uit in Islamabad voor een nieuw zakenvoorstel.
Ze kwamen aan in Islamabad op afgelopen 26 juni. Op 29 juni werden ze volgens de bovenstaande aangifte onder ede onder het voorwendsel van het bezoeken van een verjaardag van een neef van Muhammad Raza Dar ontvoerd en opgesloten in het huis waar dus geen verjaardag plaatsvond. Daar werden ze afgeperst voor uiteindelijk $2 miljoen, wat ze zeiden niet te hebben, waarop gedreigd werd met de dood en het verkopen van hun lichaamsdelen. Weer daarna werd het Nederlandse slachtoffer verkracht, en werd gedreigd dat haar borsten er met een glasscherf afgesneden zouden worden. Ook werd gedreigd dat haar vagina opengesneden zou worden, en drukte een man de glasscherf op haar venusheuvel. Ze smeekte om haar leven en na 20 minuten stopte het.
Tijdens het noodlottige verblijf had ze haar familie en vrienden per voice notes, die ze moest sturen om om het geld te vragen, al laten weten in gevaar te zijn door haar geheime codewoord "Carlitos" te zeggen. En door het vertrouwen van de bewakers te winnen, wist het tweetal uiteindelijk zelf te ontsnappen en de politie te bereiken.
De hoofddader en vier andere medeplichtigen zijn inmiddels opgepakt door de Pakistaanse autoriteiten.
Naschrift 17:42 - In de onderstaande, aanvullende slachtofferverklaring uit een Pakistaanse politiedocument staat dat het Venezolaanse slachtoffer Astrid Robinson Bracho door een man tweemaal vaginaal en eenmaal anaal verkracht is, en door een tweede man oraal.
