DEN HAAG (ANP) - De Tweede Kamer is positief over een wetsvoorstel dat onder meer regelt dat er een leeftijdsgrens van 18 jaar komt voor het gebruik van achteraf betalen. Dat blijkt uit het debat over dat plan.

Sommige partijen zouden zelfs een hogere leeftijdsgrens willen. Dat zijn bijvoorbeeld CDA en ChristenUnie. Die laatste partij pleit voor een grens van 21 jaar, omdat vooral jongvolwassenen bij een incassobureau terechtkomen na het gebruik van diensten van bijvoorbeeld Billink, Klarna of Riverty. "De risico's stoppen natuurlijk niet op iemands 18e verjaardag", zei Inge van Dijk. Het CDA-Kamerlid wil dat de cijfers voor de leeftijdsgroep 18 tot 21 jaar goed in de gaten worden gehouden en indien nodig de grens omhoog gaat.

De wet is een uitwerking van Europese regels over leningen voor consumenten en regelt ook dat bedragen boven de 250 euro geregistreerd worden. Dat BKR-register met schulden moet ook geraadpleegd worden bij aankopen vanaf 100 euro. De regels moeten in november van kracht worden.

We staan op het podium wat betreft overgwicht in de Europese Unie. Toch is er weinig reden om het van de daken te schreeuwen: ook in Nederland heeft bijna de helft van de volwassenen overgewicht.

In Europees verband doen we het wel opvallend goed. Slechts twee EU-landen scoren beter.

Meer dan de helft van Europa heeft overgewicht

Dat blijkt uit nieuwe cijfers van Eurostat, het officiële databureau van de EU. Van alle volwassenen in de Europese Unie heeft 51,7 procent overgewicht. Daaronder vallen mensen met matig overgewicht én mensen met obesitas.

Nederland zit daar met 48,6 procent onder en belandt daarmee op het Europese podium.

Italië steekt met kop en schouders boven de rest uit

Alleen Frankrijk en Italië scoren beter dan Nederland. Het gat met Frankrijk (48,1 procent) is minimaal. Italië staat er ver boven: in het land van pizza, pasta en gelato heeft slechts 38,3 procent van de volwassenen overgewicht.

Eurostat baseert deze cijfers op de BMI van volwassenen van 18 jaar en ouder. Vanaf een BMI van 25 is sprake van overgewicht en vanaf 30 van obesitas. Beide groepen zijn in de percentages bij elkaar opgeteld.

Aan de andere kant van de weegschaal

Nederland, Frankrijk, Italië en Luxemburg zijn de enige vier landen waar minder dan de helft van de volwassenen overgewicht heeft. België en Spanje halen dat net niet, maar blijven wel onder het EU-gemiddelde (51,7%). Dat kunnen we van de overige 21 lidstaten niet zeggen.

In vijf landen heeft zelfs meer dan 60 procent van de volwassenen overgewicht: Tsjechië, Litouwen, Finland, Roemenië en Malta. Die laatste twee dragen met 62,3 procent samen de rode lantaarn.

Donald Trump has taken to repeating a familiar boast: “We have the greatest economy in history,” Trump said recently at a White House press gaggle. The boast comes even though inflation is higher and economic growth lower than when Joe Biden left office, even though gas prices have jumped around 50% since the war against Iran started, and even though 73% of Americans think the economy is in fair or poor shape (48% say it’s in poor shape). What’s more, the Federal Reserve is so worried about inflation that it just raised interest rates.

“It’s bluster, it’s gaslighting for him to say the economy is the greatest ever,” said Darrick Hamilton, chief economist for the AFL-CIO, the nation’s main union federation. “The economy is trending down by many measures. A lot of that has been caused by Trump’s unforced errors.”

One Monday morning in spring last year, 12 people gathered in the morning drizzle at Joyce’s Pool, one of the sources of the Bristol River Avon, and took the first steps of the inaugural Avon pilgrimage.

Over the course of eight days, a revolving cast of pilgrims walked about 100 miles from the source of the river to the point at which it reaches the sea, in some cases bivvying on the riverside at night. Along the way they planted trees, sowed seeds, restored footpaths and presented councillors and decision-makers with a fledgling Avon charter, developed by the Bristol campaign group Conham Bathing.

ArsTechnica is reporting on a “new” attack against RSA, one that bypasses factoring.

First, this attack isn’t new. The original research is from 2007. What is new is the implementation.

Second, it is a forgery attack. It allows an attacker to forge digital signatures. It does not recover the private key from the public key.

Third, the attack only works against pure signatures. That is, signatures without any formatting or padding. This is not generally how we use RSA in practice.

Fourth, speed is all relative. This is not a polynomial-time algorithm; it’s a subexponential-time algorithm. But it is somewhat faster than factoring. The authors were able to forge messages for 1024-bit RSA with 1380 CPU core-years (over five real-world months).

Ofcom has blocked an Openreach discount for bringing customers onto its fiber network, warning that rivals might be unable to match the price and recover their costs. The "Incremental New to Openreach Customer Offer" was one of several pricing changes due to take effect on October 1. It is the first Openreach commercial offer the regulator has rejected; the others can proceed. Openreach, BT's functionally separate network division and Britain's largest fixed-line infrastructure provider, notified Ofcom of the pricing plans in June. The rejected offer would have rewarded internet service providers (ISPs) for connecting more new fiber-to-the-premises (FTTP) customers to Openreach than an agreed baseline. Ofcom provisionally decided to block the offer in July and consulted the industry. It has now made that decision permanent. The watchdog concluded that the charges were "not fair and reasonable" because a reasonably efficient rival might be unable to match them while recovering its costs. It was particularly concerned about alternative network operators, or altnets, which need to attract customers to grow and compete with Openreach. Openreach proposed a £35 connection discount and a monthly reduction of up to £9.50 for as long as 30 months, applying only to customers above each ISP's normal level of new Openreach signups. Ofcom said the scale and targeting of the discount could impede altnets' efforts to build their customer bases. Ofcom allowed Openreach's other proposed discounts to proceed. These include a one-off £50 rebate for connections above an ISP's usual number of new Openreach customers in areas served by Virgin Media O2. Altnets also operate in some of those areas, but Ofcom judged the smaller discount unlikely to harm long-term competition. It said the offer's geographical targeting therefore did not amount to undue discrimination. Another offer gives communications providers a free connection when net new Ethernet demand exceeds 90 percent of their historical run rate. Ofcom concluded its conditions would not impede the use of rival networks and the pricing raised no "prima facie concerns" requiring further investigation. Ofcom previously declined to intervene in Openreach discount schemes including Equinox and Equinox 2, which were intended to encourage ISPs to migrate customers from copper to FTTP. Reaction to Ofcom's decision was mixed. Wholesale fiber operator nexfibre called it a positive step toward protecting competition in the UK market, but said the regulator could have gone further. "Openreach's tactic of drip-feeding price changes via special offers needs to stop at a time when competition remains nascent. Ensuring alternative networks have the incentives to invest, grow and achieve scale will be critical to creating credible, sustainable competition," nexfibre said in a statement. Virgin Media O2 also welcomed the intervention, despite Ofcom allowing the geographically targeted offer aimed at areas where it operates. "Although we believe the regulator could have gone further, we welcome Ofcom's move to clip Openreach's wings on its most aggressive offer and looking ahead it is crucial the dominant incumbent's behaviour is fully kept in check as meaningful wholesale competition emerges," a spokesperson told us. Openreach appeared sanguine about the ruling. "Ofcom's decision not to approve our incremental FTTP new to Openreach offer is in line with their consultation position. We put this offer forward in good faith to help our customers compete and deliver better value for households," said James Lowther, Openreach managing director for commercial. "While we continue to believe the offer would have benefited customers and competition, we'll review the decision carefully and continue to engage constructively with Ofcom and our customers." ®
