DEN HAAG (ANP) - Veilig Thuis heeft in augustus bijna 6500 chatgesprekken gevoerd. Dat is een ruime verdubbeling ten opzichte van een maand eerder, toen de chat nog niet dag en nacht beschikbaar was voor mensen die hulp of advies zochten over huiselijk geweld en kindermishandeling. Inmiddels vinden meer gesprekken buiten kantoortijd dan daarbinnen plaats, meldt de organisatie.

Eerder was de chat alleen onder kantooruren bereikbaar. Bellen met Veilig Thuis was daarbuiten wel mogelijk, maar alleen voor situaties met acute onveiligheid, legt een woordvoerder van Veilig Thuis uit.

Chatten kan om elke reden, desnoods urenlang. "Het kan bijvoorbeeld voorkomen dat je 's nachts de buren hoort ruziën, of in bed ligt en nadenkt over een situatie die je eerder op de dag hebt gezien." Bovendien kunnen slachtoffers via de chat hulp zoeken zonder dat ze daarbij geluid maken.

Dat de chat van de hulporganisatie tegen huiselijk geweld 24/7 open is, werd mogelijk met een voorstel van JA21-Kamerlid Ingrid Coenradie. Ze wilde jaarlijks structureel 2,5 miljoen euro vrijmaken om de chatfunctie continu open te houden en kreeg daarvoor unaniem steun van de Tweede Kamer. Het bedrag is volgens de woordvoerder van Veilig Thuis genoeg, maar "het was puzzelen".

Je kind wordt volwassen, maar woont misschien gewoon nog thuis. De boodschappen en woonlasten verdwijnen niet, terwijl twee bijdragen voor ouders wél stoppen: kinderbijslag en kindgebonden budget. Vooral als je zonder toeslagpartner je jongste kind opvoedt, kan dat honderden euro’s per maand schelen. Een goede reden om vóór de verjaardag samen te rekenen.

Waarom juist het jongste kind verschil maakt

Voor ieder kind dat 18 wordt, stopt de kinderbijslag. Ontvang je kindgebonden budget, dan vervalt ook de bijdrage voor dat kind. Hoe groot het financiële verschil is, hangt dus mede af van welke ondersteuning je daarvoor kreeg.

Voor ouders zonder toeslagpartner zit er een extra gevoelig punt. Zij kunnen binnen het kindgebonden budget een verhoging krijgen: de alleenstaande-ouderkop. Zijn er na de verjaardag geen kinderen onder de 18 meer, dan verdwijnt ook die verhoging. Daarom kan de overgang bij het jongste kind harder aankomen dan bij een oudere broer of zus.

Dat betekent niet dat ieder gezin honderden euro’s netto verliest. Je kind kan zelf recht krijgen op andere ondersteuning. Maar geld voor je kind is niet automatisch geld voor de gezamenlijke boodschappenpot.

Je kind wordt 18. De gezinskosten worden niet ineens nul.

Niet alles stopt op de verjaardag

De kinderbijslag werkt met kwartalen. Is je kind op de eerste dag van een kwartaal nog geen 18, dan krijg je voor dat hele kwartaal nog kinderbijslag. Is je kind op die eerste dag al 18, dan niet meer. De betaling volgt achteraf.

Het kindgebonden budget stopt voor dat kind met ingang van de maand ná de achttiende verjaardag. Die twee regelingen houden dus niet noodzakelijk op hetzelfde moment op.

Een voorbeeld: wordt je jongste op 15 oktober 18, dan bestaat er nog recht op kinderbijslag over het vierde kwartaal, als aan de overige voorwaarden wordt voldaan. Het kindgebonden budget stopt vanaf november. Verwar een laatste betaling dus niet met doorlopend recht.

Controleer wat je kind zelf kan aanvragen

Vanaf de maand na de achttiende verjaardag moet voor de zorgverzekering premie worden betaald. Je kind kan mogelijk zorgtoeslag krijgen en moet die zelf aanvragen. Daarvoor telt jouw inkomen als ouder niet mee, ook niet als je kind thuis woont of jij de premie betaalt.

Zit je kind nog op de middelbare school? Controleer dan de tegemoetkoming scholieren. De basistoelage is niet afhankelijk van het ouderinkomen; voor de aanvullende toelage speelt dat inkomen wel een rol. Bij een vervolgopleiding kan studiefinanciering in beeld komen.

Minder geld voor de ouder en nieuwe inkomsten voor het kind: maak daar afspraken over.

Zet vóór de verjaardag naast elkaar wat bij jou wegvalt, wat je kind ontvangt en welke kosten erbij komen. Spreek af wie de zorgpremie, schoolkosten en andere uitgaven betaalt. Bespreek zo nodig een redelijke bijdrage aan het huishouden, maar behandel studiegeld niet vanzelfsprekend als vrij besteedbaar gezinsinkomen.

Je onderhoudsplicht loopt bovendien door tot je kind 21 wordt. De ondersteuning verandert dus eerder dan je verantwoordelijkheid als ouder ophoudt.

De korte checklist

Controleer de laatste kinderbijslag, de wijziging van het kindgebonden budget, de zorgverzekering en zorgtoeslag. Kijk welke onderwijsregeling past en maak samen een maandbegroting. Reken met jullie eigen bedragen, niet met een algemeen maximum uit een nieuwsbericht.

HONGKONG (ANP/BLOOMBERG) - Webwinkel Shein ging dinsdag hard omlaag op de aandelenbeurs in Hongkong na de bekendmaking van tegenvallende cijfers. Shein maakte op 1 september zijn beursdebuut in Hongkong en kwam maandag voor het eerst als beursgenoteerd bedrijf met resultaten naar buiten.

Het aandeel verloor 11 procent. De van oorsprong Chinese modewebwinkel zag de omzet in de eerste jaarhelft met 1 procent stijgen tot ruim 20 miljard dollar. De brutowinst kelderde met 50 procent tot 538 miljoen dollar, onder meer door hogere transportkosten. Daarnaast daalde de omzet in Europa en de Verenigde Staten.

Door de koersval is de beurswaarde van Shein nu gedaald naar 16,8 miljard dollar. Dat was bij de beursgang nog ruim 26 miljard dollar.

GENÈVE (ANP/AFP/RTR) - De hulp aan 8,3 miljoen vluchtelingen en andere ontheemden is in gevaar door een "ernstig" gebrek aan financiering waar de vluchtelingenorganisatie van de Verenigde Naties UNHCR door geraakt wordt. In juli had de organisatie pas 32 procent binnen van de benodigde 8,5 miljard dollar voor dit jaar. Verdere kostenbesparende acties zijn volgens de VN-organisatie niet meer mogelijk.

De UNHCR schrijft in een rapport dat "de hulp niet eindeloos kan worden teruggeschroefd zonder dat de systemen instorten". Dat kan ernstige gevolgen hebben voor vluchtelingenhulp in landen als Soedan, Ethiopië, Tsjaad en Afghanistan, waarschuwt de organisatie.

De vluchtelingenorganisatie schrapte vorig jaar bijna 5000 banen door dramatische bezuinigingen op internationale hulp, onder meer door het beleid van president Trump. Tussen 2024 en 2025 werden 140 verschillende plekken kantoren gesloten en stopte de hulpverlening van de UNHCR in vijftien landen.

Fool me more than 16,000 times – as OpenAI agents did to a UN public data hub while repeatedly trying to find its way around the UN’s cyber-blocks – and perhaps it’s time to admit the system we have for keeping AI agents under control isn’t working particularly well.

The news about AI systems cropping up in places they shouldn’t sounds alarming. Though the description of these as “hacks” is perhaps overstating things, AI has exploited issues in IT systems that humans simply haven’t got around to finding. It’s also important to note that we shouldn’t be worried that the machines have suddenly become sentient and decided to rebel against humanity. There is not enough evidence to suggest that’s what is happening. The systems are simply following instructions and trying to complete the tasks they have been given, even if they’re sometimes finding unintended ways around obstacles to do so.

In the 1990s, conservationists in Cambodia feared the Siamese crocodile had disappeared for good. Fishing and hunting had devastated the species throughout the 20th century, leaving populations across its native south-east Asia on the brink of extinction.

But in villages dotted among the wetlands of the remote Cardamom mountains, Indigenous Chorng communities still reported seeing them. Passing this knowledge to researchers surveying the area in 2000 led to an official recording of the species – and bolstered the mission to revive the population.

Google’s basic mathematical skills appear a little fragile, after the company revealed its promise of ten years of support for new Chromebooks will only last for eight years. The web giant’s calculation problem appeared in a support document titled “What the Googlebook announcement means for your ChromeOS devices.” Googlebooks are the big G’s replacement for Chromebooks, the web-centric computers it launched in 2011 and which run ChromeOS. Chromebooks have won plenty of admirers in the education sector, especially schools which see them as a fine way to get decent and well-priced computers into kids’ hands without having to take on the burden of managing a full OS. The newer Googlebook range uses more powerful processors than their predecessors, plus a new OS called Googlebook OS that bakes in Google’s Gemini AI – a product the Chocolate Factory is very keen to see succeed as the great AI land grab continues. Google has so far launched Googlebooks only for consumers. None of the web giant’s five current Googlebook hardware partners designed their first models for the education market or other fleet buyers. Those five, and many other OEMs, continue to crank out Chromebooks. Google’s support policy for Chromebooks includes ten years of updates. However the support document states that if you buy a Chromebook today, updates will end in 2034 – eight years into the future, not a decade. “For qualifying devices purchased today whose 10-year support lifecycle extends beyond 2034, Google is committed to supporting your transition to Googlebook OS, with many devices offering direct migration paths,” the support page explains. But those migration paths don’t exist yet. “Many newer commercial Chromebook models will be capable of upgrading to Googlebook OS. Details on migration paths and device eligibility will be shared at a later date,” the document explains. Whenever the migration paths arrive, they will come with a requirement to acquire a new license for Googlebook OS management tools – existing ChromeOS licenses won’t make the trip. While Google has unilaterally changed a policy, it’s hard to imagine many Chromebooks currently in service or acquired in the next year or two will still be in service come 2034. So the shorter support period is largely moot. But Google’s intention to make continued use of Chromebooks unattractive is clear. ®
