Conflict and cuts in funding have left World Food Programme ‘taking from the hungry to feed the starving’

DEN HAAG (ANP) - Gemeenten gaven vorig jaar de helft minder vergunningen af voor tijdelijke woningen dan een jaar eerder. Dat meldt het Centraal Bureau voor de Statistiek (CBS) op basis van onderzoek dat is uitgevoerd in opdracht van het ministerie van Binnenlandse Zaken. Er werden in 2025 voor ongeveer 3000 tijdelijke woningen vergunningen afgegeven, tegenover 6000 in 2024.

Tijdelijke woningen worden voor een bepaalde tijd, vaak maximaal tien jaar, gebouwd. Het zijn huizen die relatief snel gebouwd kunnen worden en zijn vooral bedoeld voor mensen die moeilijk aan een woning kunnen komen. Gemeenten zetten deze woningen in om de druk op de woningmarkt te verlichten.

Volgens Peter Hein van Mulligen, hoofdeconoom van het CBS, is de halvering tussen 2024 en 2025 niet goed te verklaren. "Gemeenten bepalen zelf of zij vergunningen afgeven. Het beleid is niet veranderd, dus het kan ook zijn dat er minder aanvragen waren", zegt hij. Sinds 2021 gaven gemeenten zo'n 19.000 vergunningen af voor tijdelijke woonruimtes. Daarvan is zo'n 87 procent voor nieuwbouw en kreeg de rest vergunningen voor verbouw.

Oekraïense vluchtelingen

Het statistiekbureau meldt dat vorig jaar de meeste projecten bestemd waren voor meerdere doelgroepen tegelijkertijd, een gemengde doelgroep. Daarna waren de meeste woningen bedoeld voor vluchtelingen en statushouders, namelijk 707; drie keer zoveel als vijf jaar eerder. Van Mulligen stelt dat de snelle toestroom van Oekraïense vluchtelingen in 2022 en 2023 grotendeels deze toename veroorzaakte.

Gemeenten in provincies met hoge inwoneraantallen en meer druk op de woningmarkt vergunnen doorgaans meer tijdelijke woonruimtes dan provincies met een laag aantal inwoners, stelt het CBS. Zo vergunden Zuid-Hollandse gemeenten vorig jaar de meeste tijdelijke woningen, namelijk 784, en telde het CBS in Flevoland 31 vergunningen.
