Urban Expansion in the Age of Liberalism

The housing shortages plaguing Western cities today stem partly from the abandonment of a 19th century urban governance model that enabled cities like Berlin, New York and Chicago to expand rapidly while keeping real house prices flat and homes increasingly affordable.

A new analysis by Works in Progress argues that Victorian-era urban management wasn't laissez-faire but rather a system carefully designed to align private profit with public benefit. Infrastructure monopolies -- whether privately franchised, operated as concessions or municipally owned -- funded themselves entirely through user fees rather than public subsidies, and were structured so that building more capacity was the path to greater returns.

Landowners enjoyed a fundamental right to build when profitable, and height limits applied uniformly across entire cities rather than varying by neighborhood, meaning dense development remained legal everywhere. The system began collapsing after 1914, however. Inflation proved fatal to self-funding transport because governments found it politically impossible to raise controlled prices year after year. By the 1960s, trams had vanished from Britain, France and the U.S.

Meanwhile, differential zoning gradually banned densification in established neighborhoods, and rent controls decimated private homebuilding in many countries. In Britain, average house prices fell from twelve times earnings in 1850 to four times by 1914. They have since climbed back to nine times earnings. The article argues roughly 80% of postwar price increases trace directly to restrictions on building.

João Pedro’s double dumps out Napoli as Chelsea avoid playoff with late win

The onus was on Chelsea to silence the jibes about their lack of experience. Behind to a goal from Rasmus Højlund at half-time, they were facing the inconvenience of a two-legged playoff to reach the last 16 of the Champions League. Another lead had been thrown away and the momentum was with Napoli after they cancelled out a penalty from Enzo Fernández at a bouncing Stadio Diego Armando Maradona.

Yet the night ended with a humiliating early exit for Napoli and another failure for Antonio Conte in Europe. The former Chelsea manager watched in despair as Cole Palmer came on to undo his depleted side with a devastating cameo. Palmer set up João Pedro for two outstanding goals as Liam Rosenior’s Chelsea finished in the top eight thanks to their first away win at this level in over three years.

Mohamed Salah back among goals as Liverpool roar past Qarabag into last 16

Brave Newcastle fall short but Willock leveller sends PSG to playoffs too

Vrouwen gaan aangifte doen tegen Utrechtse agent om geweld

UTRECHT (ANP) - Twee vrouwen die maandag betrokken waren bij een geweldsincident met een politieman op het stationsplein in Utrecht, gaan aangifte doen tegen de agent in kwestie. Dat laat hun advocaat Anis Boumanjal woensdagavond weten in Nieuwsuur.

Op beelden die omstanders maakten, is te zien dat de agent een vrouw aan haar arm meeneemt. Een andere vrouw loopt achter hen aan met een telefoon in haar hand, waarop de agent haar een trap geeft. Een aanleiding hiervoor is in het filmpje niet te zien. Daarna ontstaat een chaotische situatie, waarbij de agent de andere vrouw slaat met zijn wapenstok. Een van de twee, een 23-jarige vrouw uit De Koog, werd aangehouden voor belediging.

"Wij realiseren ons dat deze beelden heftig zijn en vragen oproepen. Deze signalen nemen we serieus", meldde de politie woensdagmiddag. Het sectorhoofd van de politie en de zogeheten commissie geweldsaanwending gaan het handelen van de agent beoordelen.

De vrouwen gaan aangifte doen van mishandeling of poging tot zware mishandeling en schending van de ambtsinstructie, aldus Boumanjal.


Troepeninzet Trump in Amerikaanse steden kost honderden miljoenen

WASHINGTON (ANP) - De omstreden inzet van troepen van de Nationale Garde en mariniers in Amerikaanse steden heeft vorig jaar bijna een half miljard dollar (418 miljoen euro) gekost. Dat becijferde de rekenkamer van het Amerikaanse parlement, de Congressional Budget Office.

President Donald Trump stuurde vorig jaar troepen naar meerdere door Democraten bestuurde steden, waaronder hoofdstad Washington en Los Angeles. Als reden werd het aanpakken van onrust of criminaliteit genoemd, maar lokale en regionale bestuurders zaten vaak niet op de troepeninzet te wachten. Op sommige plekken zijn nog steeds militairen actief.

De operatie in Washington D.C. zou 223 miljoen dollar hebben gekost en daarmee het duurst zijn geweest. Daarna volgde Los Angeles met 193 miljoen dollar. "Het voortzetten van de huidige inzet zal 93 miljoen per maand kosten; de inzet van duizend leden van de Nationale Garde in een stad zal minstens 18 miljoen per maand kosten", becijferde de rekenkamer.
