Wc potten gooien, taboe: Zo streng zijn de eisen van het Koninklijk Huis voor Koningsdag

Dokkum heeft de organisatie van Koningsdag niet zomaar gekregen. Een stad die wil dat de koninklijke familie komt, moet aan allerlei eisen voldoen.

De organisatie van Koningsdag begint met een lobbyronde waarin gemeenten zich aanmelden om het koninklijk bezoek te ontvangen. Eenmaal gekozen, krijgen zij te maken met een uitgebreid pakket aan voorwaarden vanuit paleis en rijksoverheid. Het parcours moet beperkt in lengte blijven, de stad moet zich gunstig presenteren en de route wordt tot op de minuut uitgewerkt in draaiboeken.

Naast veiligheids- en logistieke eisen zijn er ook inhoudelijke wensen vanuit het hof. Zo werd na eerdere tv-beelden van een wc-pot-gooi-onderdeel uitdrukkelijk verzocht dat de koning daar niet opnieuw aan zou meedoen. Elementen die als te plat, te risicovol of te commercieel worden gezien, verdwijnen zo uit het programma of worden vooraf bijgesteld. Daarmee weegt de symboliek van het koninklijk bezoek zwaar mee in de uiteindelijke invulling van de festiviteiten.

In de aanloop naar de feestdag schuiven onder meer de Dienst Koninklijk Huis, de Rijksvoorlichtingsdienst, beveiligingsdiensten en de NOS aan bij de gemeente. Samen bepalen zij de exacte route, televisiemomenten en veiligheidszones. Commerciële stops liggen gevoelig: een bezoek aan een lokale publiekstrekker kan alleen als over de commerciële uitstraling afspraken worden gemaakt.

Burgemeesters spreken van een bijna militaire operatie, met honderden betrokken medewerkers en zware beveiligingsmaatregelen. De aanslag op Koninginnedag in 2009 blijft in de veiligheidsplannen op de achtergrond meespreken. Tijdens de anderhalf uur durende wandeling moet de stad vol, feestelijk en veilig ogen, terwijl elk detail van tevoren langs de meetlat van het Koninklijk Huis en de diensten is gelegd.


‘Komisch makkelijk’ langs de beveiliging – tot er werd geschoten

Wie zaterdagavond het Washington Hilton binnen wilde, hoefde volgens Mediaite‑hoofdredacteur Joe DePaolo nauwelijks moeite te doen. Hij was aanwezig bij de White House Correspondents’ Dinner met president Donald Trump en beschrijft hoe de beveiliging rond het hotel “comically easy” te omzeilen was – ruim een uur voordat er daadwerkelijk werd geschoten.

DePaolo kwam het zwaar bewaakte hotel binnen door aan de deur een simpele foto van een uitnodiging voor een Fox News‑feestje te laten zien. Geen QR‑code, geen controle van naam of document, slechts een vluchtige blik van twee beveiligers was genoeg om hem in de ‘veilige’ zone te laten. Binnen hoefde hij tot zijn verbazing niet eens zijn zakken leeg te maken of door een strenge scan. Voor een evenement met de president, ministers, diplomaten en honderden journalisten is dat op zijn zachtst gezegd opvallend.

Ironisch genoeg bleek wegkomen uit het hotel volgens DePaolo veel lastiger dan binnenkomen. Hij beschrijft hoe hij door zeker zes verschillende beveiligers van het kastje naar de muur werd gestuurd: roltrap op en links, nee toch terug, toch de gang uit en de helling af. Het beeld dat ontstaat: een overvol gebouw, een gefragmenteerde beveiliging en personeel dat zelf niet precies lijkt te weten waar de uitgangen zijn in geval van nood.

Op zijn kille, regenachtige terugweg uit de perimeter bleef één gedachte hangen: deze beveiliging is veel te slap voor zo’n top‑evenement. Zo’n 75 minuten later klinkt er daadwerkelijk geschut in het Hilton en wordt de Correspondents’ Dinner in chaos onderbroken. De verdachte, de 31‑jarige Cole Tomas Allen uit Californië, wordt aangehouden, terwijl de Secret Service Trump en zijn entourage in veiligheid brengt. DePaolo ziet zijn voorgevoel bevestigd: als je met een bewerkte telefoonfoto naar binnen kunt, is er fundamenteel iets mis gegaan in de beveiligingsarchitectuur van de machtigste man ter wereld.

Scientific Name: Hieraaetus morphnoides

Australia has only two 'booted' eagles, the Wedge-tailed and the Little Eagles. Their legs are heavily feathered, giving the effect of trousers with stout solid legs. Other raptors have bare legs, which appear slimmer.
Calls: Very vocal, especially when breeding, with whistles, chatters, whines and squeals.
Minimum Size: 45cm
Maximum Size: 55cm
Average size: 50cm
Average weight: 815g
Breeding season: August to October, earlier in the south.

Description: The Little Eagle is a small, powerful stocky eagle, with a short broad head and moderately long tail, square-cut at the tip when closed. The legs are heavily feathered. When perched, the Little Eagle has a short crest. Plumage varies from light to dark brown, with a pale broken 'M' across the upperparts, which is visible from a distance. There is also a pale M-shaped band on the underwing. It has long broad wings, spanning over 1m, with dark 'fingered' tips. It soars in tight circles, very high on thermals or up-draughts, gliding on flat wings. The female is larger than the male.
Similar species: The Little Eagle is similar in size to the Whistling Kite and the light morph (form) of the Little Eagle may cause confusion. The Little Eagle's flight pattern - soaring in tight circles with flat wings - is distinctive. The underwing 'M' pattern is diagnostic, as are the long, broad wings.
Distribution: The Little Eagle is widespread in mainland Australia, central and eastern New Guinea.
Habitat: The Little Eagle is seen over woodland and forested lands and open country, extending into the arid zone. It tends to avoid rainforest and heavy forest.
Seasonal movements: The Little Eagle is partly migratory or dispersive. Adult birds are mainly sedentary, while the young birds disperse.
Feeding: The Little Eagle searches for prey on the wing or from a high exposed perch, taking prey from the ground, the shrub layer or the canopy. Prey includes rabbits, other live mammals and insects.
Breeding: Little Eagles nest in mature living trees in open woodland or tree-lined watercourses. They rarely nest in isolated trees. The nest is an open bowl of twigs and branches, lined with green leaves. The female mainly broods the young and feeds the young small pieces of food bill to bill. The male hunts for food for the young. The male will incubate while the female eats the food he has brought for her.

Bank Robber Challenges Conviction Based on His Cellphone's Location Data

Okello Chatrie's cellphone gave him away. Chatrie made off with $195,000 from the bank he robbed in suburban Richmond, Virginia, and eluded the police until they turned to a powerful technological tool that erected a virtual fence and allowed them collect the location history of cellphone users near the crime scene... Now the Supreme Court will decide whether geofence warrants violate the Fourth Amendment's ban on unreasonable searches... Chatrie's appeal is one of two cases being argued Monday...


Civil libertarians say that geofences amount to fishing expeditions that subject many innocent people to searches of private records merely because their cellphones happened to be in the vicinity of a crime. A Supreme Court ruling in favor of the technique could "unleash a much broader wave of similar reverse searches," law professors who study digital surveillance wrote the court...

In Chatrie's case, the geofence warrant invigorated an investigation that had stalled. After determining that Chatrie was near the Call Federal Credit Union in Midlothian around the time it was robbed in May 2019, police obtained a search warrant for his home. They found nearly $100,000 in cash, including bills wrapped in bands signed by the bank teller. He pleaded guilty and was sentenced to nearly 12 years in prison. Chatrie's lawyers argued on appeal that none of the evidence should have been used against him. They challenged the warrant as a violation of his privacy because it allowed authorities to gather the location history of people near the bank without having any evidence they had anything to do with the robbery.

Prosecutors argued that Chatrie had no expectation of privacy because he voluntarily opted into Google's location history. A federal judge agreed that the search violated Chatrie's rights, but allowed the evidence to be used because the officer who applied for the warrant reasonably believed he was acting properly.
