AMSTERDAM (ANP) - De man die op 16 augustus 2025 het Nationaal Monument op de Dam bekladde, is door de rechter schuldig bevonden aan het beschadigen van het monument, maar krijgt geen straf opgelegd. Hij heeft de kosten van 895 euro voor het verwijderen van de verf al betaald, blijkt uit de uitspraak van de rechter.

De man spoot tijdens een pro-Palestijnse demonstratie met rode verf de tekst "Never Again is Now" op het monument. Dat beschouwt de rechter als "een opzettelijk meer ingrijpende ordeverstoring" dan vreedzaam demonstreren. "Het monument heeft voor veel mensen een belangrijke betekenis en daar heeft verdachte onvoldoende respect voor getoond door het te bespuiten met verf", aldus de rechter. Bovendien had de man ook met minder schade zijn boodschap duidelijk kunnen maken met "bijvoorbeeld een spandoek met rode letters".

In het oordeel heeft de rechter onder meer meegewogen dat de man niet als doel had om het monument te beschadigen, dat persoonlijke trauma's een rol hebben gespeeld en dat hij de schade al heeft betaald.

De erfbelasting gold lang als de meest gehate belasting, maar nieuw CPB‑onderzoek laat een ander beeld zien: een kleine minderheid wil afschaffing, terwijl een ruime meerderheid juist voorstander is van hogere tarieven op grote erfenissen.

Dat de erfbelasting impopulair zou zijn, is bijna een gegeven in het Haagse debat. Toch blijkt uit een dinsdag gepubliceerd onderzoek van het Centraal Planbureau (CPB) dat de afkeer van deze heffing “meevalt”: de meeste Nederlanders vinden dat nalatenschappen zwaarder moeten worden belast dan nu. Een kleine minderheid pleit voor afschaffing, terwijl er brede steun is voor hogere tarieven naarmate de erfenis groter wordt.

In het rapport Erfbelasting in beeld: feiten, percepties en voorkeuren van Nederlanders brengt het CPB zowel de verdeling van erfenissen als de opvattingen over erfbelasting in kaart. De gewenste tarieven lopen in het onderzoek op van circa 4 procent bij een erfenis van 10.000 euro naar ongeveer 25 procent bij een nalatenschap van 1 miljoen euro.

Opvallend is dat Nederlanders boven de zestig gemiddeld voor hogere tarieven zijn, met 80‑plussers die voor grote erfenissen zelfs boven de 40 procent uitkomen. Tegelijkertijd laat het CPB zien dat de feitelijke opbrengst van de erfbelasting gestaag stijgt: van 1,5 miljard euro in 2013 naar 2,5 miljard euro in 2022, vooral door meer overlijdens en sterk gestegen huizenprijzen.

Die cijfers staan haaks op de politieke retoriek van partijen als de VVD, die een verhoging van de erfbelasting “ongelooflijk onrechtvaardig” noemt en stelt dat erfbelasting juist de spaarders en verantwoordelijken straft. Het CPB maakt echter zichtbaar dat de maatschappelijke scheidslijn anders loopt: wie ongelijkheid een groot probleem vindt, is vaker voor hogere belastingen op grote erfenissen, terwijl mensen die succes vooral toeschrijven aan eigen inspanning lagere erfbelasting prefereren. De vrees dat hogere erfbelasting massaal werken en investeren zou ontmoedigen, blijkt nauwelijks samen te hangen met de daadwerkelijke standpunten van respondenten.

Daarmee verschuift de kernvraag: gaat het bij erfbelasting vooral om het beschermen van individuele vermogens, of om het begrenzen van geërfde ongelijkheid? Het CPB wijst erop dat vermogensoverdracht tussen generaties de komende jaren verder zal toenemen, mede doordat woningen een steeds groter deel van erfenissen uitmaken. Juist in dat licht wordt de kloof zichtbaar tussen een politiek klimaat dat erfbelasting als taboe behandelt en een samenleving die bereid lijkt om grote nalatenschappen zwaarder te belasten

Everything I’d been interested in before just fell away.” She feared this would happen when she gave birth to her first child in 2017, and was thrilled when it didn’t: “I thought I had won, as if there weren’t more opportunities for change later down the road.”
