De mensheid heeft gefaald om de opwarming van de aarde te beperken tot 1,5 graad Celsius. Dat zegt VN-secretaris-generaal António Guterres in een scherp interview vlak voor de klimaattop COP30, die volgende maand plaatsvindt in het Braziliaanse Belém, midden in het Amazonegebied.

Volgens Guterres is het nu “onvermijdelijk” dat de wereld de grens uit het Akkoord van Parijs zal overschrijden met “verwoestende gevolgen” voor mens en planeet. “Laten we erkennen dat we hebben gefaald”, zegt hij. “De waarheid is dat we er niet in zijn geslaagd om een overschrijding van 1,5 graad te voorkomen. En die overschrijding heeft desastreuze consequenties.”

De Amazonerivier als savanne

De VN-chef waarschuwt voor het naderen van klimaatkantelpunten: momenten waarop ecosystemen onomkeerbaar veranderen. “We lopen het risico dat de Amazone verandert in een savanne, dat Groenland en West-Antarctica verder smelten en dat koraalriffen verdwijnen”, zegt hij. “Daarom moeten we onmiddellijk van koers veranderen. Hoe korter en minder heftig de overschrijding, hoe groter de kans dat we deze rampen kunnen voorkomen.”

De afgelopen tien jaar waren de heetste ooit gemeten, terwijl de uitstoot van broeikasgassen blijft stijgen door de aanhoudende verbranding van fossiele brandstoffen zoals olie, gas en steenkool. Ondanks jaren van wetenschappelijke waarschuwingen blijft actie van overheden achter.

Wereldleiders laten het afweten

Van de 197 landen die het Akkoord van Parijs ondertekenden, heeft nog geen derde zijn nationale klimaatplan ingeleverd. De Verenigde Staten trokken zich onder Donald Trump zelfs volledig terug uit het proces, Europa beloofde veel maar leverde weinig, en China – ’s werelds grootste uitstoter – wordt verweten te weinig te doen.

Volgens Guterres betekent dit dat het 1,5-gradendoel voorlopig buiten bereik ligt. “De plannen die tot nu toe zijn ingediend, leiden tot een emissiereductie van 10 procent. We zouden 60 procent moeten halen om binnen de 1,5 graad te blijven. Een overschrijding is dus onvermijdelijk.”

Toch weigert hij het doel op te geven. Als landen op de COP30 eindelijk stevig ingrijpen, zou het volgens hem mogelijk zijn om de opwarming later deze eeuw weer terug te brengen tot 1,5 graad.

Minder macht voor lobbygroepen

Guterres roept wereldleiders op om de klimaattoppen ingrijpend te hervormen. Niet de lobbyisten van grote bedrijven, maar burgerorganisaties en inheemse volkeren moeten volgens hem meer invloed krijgen. “We weten allemaal wat de lobbyisten willen: hun winsten vergroten, met de mensheid als prijskaartje.”

Hij ziet de transitie weg van fossiele brandstoffen bovendien als pure economische logica. “We maken een revolutie in duurzame energie mee. De overgang naar hernieuwbare bronnen zal alleen maar versnellen. Er is geen scenario waarin de mensheid alle ontdekte olie en gas nog kan verbranden.”

Een laatste kans in het Amazonewoud

Opmerkelijk genoeg heeft Guterres de Braziliaanse president Luiz Inácio Lula da Silva nog niet aangesproken op diens beslissing om nieuwe olieboringen bij de monding van de Amazone toe te staan. “Nog niet”, zegt hij. “Maar ik zal van de COP30 gebruikmaken om dat te doen.”

COP30 in Belém moet volgens Guterres hét moment worden waarop de wereld de koers radicaal wijzigt. “De tijd van halve maatregelen is voorbij. We hebben niet alleen een klimaattop nodig, we hebben een keerpunt nodig voor de mensheid zelf.”

RIO DE JANEIRO (ANP/AFP) - Zeker 18 verdachten en meerdere politieagenten zijn omgekomen bij een grootscheepse operatie gericht tegen drugscriminelen in Rio de Janeiro. Dat melden Braziliaanse autoriteiten.

"Tot nu toe hebben we 56 mensen gearresteerd", zei gouverneur Cláudio Castro tijdens een persconferentie over de operatie. Daarvoor zijn circa 2500 manschappen ingezet. Volgens Castro is de actie de "grootste in de geschiedenis" van zijn staat.

EINDHOVEN (ANP) - De politie heeft dinsdag nog negen relschoppers aangehouden die werden gezocht na het kampioensfeest van PSV in mei rond het voetbalstadion. Zij meldden zich nadat de politie eerst onherkenbare en later herkenbare beelden van hen had verspreid. Het zijn mannen tussen de 16 en 60 jaar uit Eindhoven, Rosmalen, Helmond, Veldhoven, Roosendaal en Roggel.

Na aanhouding en verhoor konden allen weer weg, het Openbaar Ministerie beslist over de verdere vervolging, aldus de politie. Die verwacht dat een tiende verdachte zich later nog meldt op het bureau omdat hij dinsdag "door omstandigheden" niet kon komen. Begin en eind augustus hield de politie in totaal zeventien anderen aan.

Naast de strafrechtelijke vervolging krijgen de verdachten volgens de politie ook een brief van de burgemeester. Die wil de verdachten een gebiedsverbod rond het PSV-stadion opleggen met een dwangsom als zij die negeren.

Bij de rellen in mei raakten veertien agenten gewond.

De alcoholindustrie zegt Nederland gezonder te willen maken, maar probeert intussen wetgeving te voorkomen. Volksgezondheidsonderzoekers van het Amsterdam UMC leggen de lobbystrategieën bloot in een deze week verschijnend rapport. „Wat goed is voor de volksgezondheid is niet goed voor de industrie.”
