The Kremlin orchestrated a concerted surveillance campaign using drones launched from shadow fleet vessels over an 18-month period which targeted nuclear sites in the UK, France, Belgium and the Netherlands, researchers have said.

Analysis by the International Institute of Strategic Studies (IISS) of 144 incidents in more than a dozen countries beginning in late 2024 concluded Russian intelligence had operated with “substantial impunity”, leaving authorities across Europe flat-footed and confused.

At the entrance of the Hair festival in Sydney’s ICC exhibition centre in late June, mannequin heads with luscious locks silently cast me as a fraud. I’m no hairdresser and this is an industry-only event for hairdressers, barbers and stylists. Rainbow cheetah-print buzz cuts, sea-green rat-tails and blunt mullets – on human heads – pass me by as I make my way into the centre of it all.

Bass-heavy music echoes around the hall and the crowd heaves with excitement as a large timer counts down to the final 10 seconds. Pushing through the crowd, I’m trying to get a view of the most popular event of the day, the live hair cutting competition.

A United Nations report on AI warns the technology is moving faster than governments can keep up, and the window of opportunity to establish effective global governance of it will not be open forever. The Preliminary Report from the UN's Independent International Scientific Panel on Artificial Intelligence presents AI as something of a mixed blessing. It says that the potential benefits of AI are enormous. If deployed and applied thoughtfully, the technology could support progress towards sustainable development goals, among other gains. On the other hand, a rapid, unchecked deployment of the technology at scale presents risks such as harm to the mental health of users, potential use as a destructive tool, and adverse impact on social, economic, and environmental systems. Obtaining the benefits from AI while minimizing those risks requires effective governance, the report says. With complementary investments in skills and labor market regulation, AI will likely create new jobs. Without them, AI risks wider inequality, displacing workers, and shifting wealth from labor to capital – those who own and control the AI. AI is, of course, an all-encompassing term that covers everything from algorithms that try to predict the word you are typing to large language models (LLMs). The UN report seems most concerned about agentic AI, which refers to systems that are allowed to make their own decisions and act on them. There is no guarantee that such AI agents will not violate their instructions, and the UN report claims there is clear evidence of cases where they have already disregarded them. Such behavior may pose challenges to evaluation and oversight methods, as some leading AI systems have been shown to recognize testing environments and produce misleading evaluation results. Agentic systems make AI harder to measure and govern, it says, as emerging multi-agent risks cannot be detected through single-agent evaluation, and reliable methods for maintaining control over highly autonomous systems remain underdeveloped. The report also notes that policymakers aiming to draw up effective governance face a dilemma: they need evidence to make informed decisions, but by the time sufficient evidence exists, harmful systems may already be widely deployed. AI capabilities are also unevenly distributed. Most nations, including many advanced economies, lack the technical expertise to assess the most capable "frontier" models or to participate meaningfully in their governance, the UN claims. The US and China account for 90 percent of the compute power behind the leading AI models, leaving developing countries dependent on technology they cannot build or adapt to their own societies. This could reinforce existing global inequality rather than reducing it. But the report acknowledges the Scientific Panel's own lack of visibility into certain areas. Evidence is limited as to whether task-level AI productivity gains will aggregate to economy-wide gains, it says. As The Register has previously reported, many companies are failing to increase revenue or reduce operating costs through their AI projects, and that was before AI vendors drove up costs by shifting to consumption-based pricing, meaning there is a lack of evidence that AI will ever be cost-effective. Forecasts diverge significantly due to different assumptions about adoption and new task creation, according to the UN. The panel concludes that AI is neither inherently good nor bad, but its impact will depend on the choices that governments, companies, and societies make today. Given that the US government is already hostile to anything resembling regulation of AI companies, and that the industry is already copying techniques used by tobacco firms, big pharma, and oil companies to subvert regulation, the outlook isn't encouraging. ®

DEN HAAG (ANP) - Minister Pieter Heerma van Binnenlandse Zaken laat onderzoek doen naar het systeem van stemmen per volmacht. In een brief aan de Tweede Kamer schrijft de CDA-minister dat internationale waarnemers kritisch waren op de volmachten en dat nader onderzoek daarom nodig is.

In de Zuid-Hollandse plaats Gorinchem werden eerder dit jaar mensen onder druk gezet om een volmacht af te geven. Na de signalen daarover besloot de gemeenteraad om de stembusgang over te doen. Inmiddels zijn zes mensen aangehouden.

Het onderzoek richt zich niet alleen op Gorinchem, maar ook op hoe groot het risico op misbruik van het systeem is en wat voor maatregelen genomen kunnen worden.

Volgens Heerma maakt de situatie in Gorinchem ook duidelijk dat het systeem goed werkt. "Er wordt gesignaleerd dat er mogelijk sprake is van ronselen en vervolgens wordt er aangifte van gedaan."

Waar doe je dit jaar het voordeligst boodschappen? Volgens de nieuwste prijspeiling van de Consumentenbond zijn de verschillen tussen Nederlandse supermarkten groter dan ooit. Opvallend is dat niet Aldi of Lidl, maar opnieuw Dirk en Nettorama de lijst aanvoeren. Onderaan bungelen SPAR en Poiesz.

Wie jaarlijks zo'n 6.500 euro uitgeeft aan boodschappen, kan door slim te kiezen honderden euro's besparen. Bij een supermarkt die 18 procent duurder is dan gemiddeld loopt dat verschil zelfs op tot ruim 1.100 euro per jaar.

Aldi en Lidl zakken weg

De grootste verrassing in de nieuwe ranglijst is dat Aldi en Lidl terrein verliezen. Bij eerdere prijspeilingen stonden beide discounters nog gezamenlijk op de derde plaats. Inmiddels zijn ze opgeschoven richting het gemiddelde prijsniveau.

Dirk en Nettorama blijven juist de voordeligste keuze voor consumenten die vooral op de prijs letten. Ook Vomar en Hoogvliet behoren opnieuw tot de goedkoopste supermarktketens van Nederland.

Jumbo, Albert Heijn en PLUS zitten rond of iets boven het gemiddelde. Volgens de Consumentenbond bieden deze zogenoemde servicesupermarkten daar vaak wel iets tegenover, zoals een breder assortiment, meer aanbiedingen en extra diensten als boodschappen bezorgen.

Zo is het onderzoek uitgevoerd

Voor het onderzoek vergeleek de Consumentenbond op 6 mei 2026 de prijzen van 131 veelgekochte budgetproducten bij de dertien grootste supermarktketens van Nederland. Daarbij werd steeds uitgegaan van het goedkoopste alternatief voor een A-merk, zoals een huismerk of budgetvariant. Om de vergelijking eerlijk te houden, zijn verschillen in verpakkingsgrootte omgerekend naar gelijke hoeveelheden.

De uitkomsten laten zien dat de keuze voor een supermarkt een steeds grotere invloed heeft op de totale boodschappenrekening. Zeker voor huishoudens die wekelijks een volle winkelwagen afrekenen, kan overstappen naar een goedkopere keten op jaarbasis een fors bedrag opleveren.

Zestien kinderen zijn in de Amerikaanse staat Ohio gered uit een vervallen woning, zo melden diverse Amerikaanse media, waaronder The New York Times. De kinderen waren de afgelopen vier jaar grotendeels opgesloten in één kamer "onder erbarmelijke omstandigheden", aldus autoriteiten.

De kinderen, die uit hetzelfde gezin komen, leefden in grote smerigheid, omringd door menselijke uitwerpselen. De groep bestond uit jongens en meisjes in de leeftijd van anderhalf tot 18 jaar. Enkele van hen konden niet praten en een 18-jarige met een verstandelijke beperking kon haar eigen naam niet spellen.

"Ons vee werd nog beter gehouden dan deze kinderen", zei sheriff Ryan Cain van Vinton County tijdens een persconferentie.

De ouders en twee grootouders van de kinderen zijn aangehouden en aangeklaagd voor zestien gevallen van kindermishandeling omdat er sprake is van "ernstig lichamelijk letsel", aldus officier van justitie William Archer van Vinton County. Hij benadrukte dat er geen sprake is van mensenhandel, maar van een "situatie binnen het gezin".

De autoriteiten troffen de kinderen aan tijdens het uitvoeren van een huiszoekingsbevel in een andere zaak.

Het Maasstad Ziekenhuis in Rotterdam heeft een update gegeven over de laatste stand van zaken na de grote computerstoring van gisteren. Het ziekenhuis heeft de werkzaamheden deels kunnen hervatten, maar nog niet alle afdelingen draaien zoals zou moeten.
